I made a page of gallery with css and html. It isn't nice to show the empty gallery icon at the bottom of the page. Does anyone know how to remove that "empty gallery icon"? Thanks.

If it is the same situation that happened to me ... is this a Journal (Old) page that was migrated over from Legacy???
If it is, the "Gallery is Empty" is a throw back and this is a gallery page.
It would be MUCH better to create a specialist page designed for text.
    Create > New Page
Then add "photo content blocks" and "HTML content blocks" for each of your different elements. (I would NOT use text content blocks because they have VERY limited formatting capabilities).
Then deleted that old page with the "Gallery is empty"
My opinion does not necessarily make it true. What you do with my opinion is entirely up to you.

Ace is right. What you have is a gallery, and if it's empty, you will see that. Your best bet here is to make a page, use HTML or Text blocks along with image blocks. That is one of the reason why we've added pages in our hierarchy.

Please let us know if there is anything we can help you with.
