Non Entire Site Navigation Menu on multiple pages

I would like to put a navigation menu on multiple pages that is not the nav menu for the entire site - in essence a 2nd nav menu that should appear on these pages. The 2nd nav menu on these pages should all be the same.
The brute force way seems to be to duplicate the nav menu on each page but this makes maintenance a pain - any change needs to be done on multiple pages.
In the old SM, I could define the nav menu in the custom header and use CSS to control what pages it shows on. Is there a way to do something like this in the new SM?
