Left bar frame stops short

An odd thing: I added color and a frame around the leftbar, but it extends only so far down the left side. In this test image, the navbar contents go much further down on the page. What is causing the frame to stop short?

If it matters, I have: Layout fixed, Fill height ON, Centered On, nothing Pinned.

    I figured it out, it's because the leftbar extends only as far down as the gallery/folder content in the middle of the page. It apparently doesn't register that the links are 'content'.
