Arranging galleries in a folder

My site is not yet unveiled.
I have created a Folder. Intio this folder, I have placed three existing folders. I then go to Organize, select the parent folder and set sort to 'Manual'. I physically move child folder 2 to the third position and click 'Done'
When I return to folder page, the re-arrangement does not take place.
What have I missed? Or is this another thing that doesn't work in the New SmugMug?
