logo appears blurry

I have a logo that I'm using in the header of my site (new one that hasn't been published yet), and it looks fine when normal size, but when shrunk down to the size of the header, it starts to blur on the edges. It's mostly text, which I've tried both in its original form and rasterized with no difference in appearance.
The file is a PNG, and the size is .21 MB. The dimensions are approximately 6 " x 1" at 300 ppi. (1731 x 356 pixels).
Am I doing something wrong, and if so, how do I fix it?

A 6 inch logo sounds a bit large for mobile or tablets.

No luck. It actually got worse. I suspect that it needs to be a vector based graphic. Sadly, I don't know how to make it that way. Is there a setting in Photoshop (CS6) that will convert it?

I was hoping to only have to design it once, and be able to use it in multiple formats, some of which would be printed. I probably need to use Illustrator, but sadly, I'm only saavy in Photoshop.
Tried posting, but I keep ending up way over the character limit allowed in posts.
