Is there a way to have a coupon code that is only valid for a one time use but be able to give to many customers? I know that there is a limit use but is that how many times the person can use it or how many times the coupon code can be used?

There's no coupon that does that. The limit is based on that coupon with the code you create. Once it's used and reached it's limit, it is no longer a valid coupon code.
