How to complete the framing of pictures?

Hello.
3 questions on the same subject:
I tried to frame the pictures of my site by dragging a the CSS code .sm-image {border: 1px solid #000000;}" in the page of the entire site.
I choose 1 px thickness and a grey tone 666666. OK
1st question: why the frame is not visible in the right side of the pictures?

2nd question: why there is no frame when I open the images (they are framed when displayed in the gallery but not when they are displayed individually)

3rd question: I found by deduction 000000 is black and 999999 is white. Is there is a correspondance table between the numbers in the code and the different colors?

There are also tools available (you'll need to search for them) that allow you to point at a color on your screen and the tool shows you the color code.
