Where is the full-featured templates

Looking over the feedback forum I was surprised to find that the item
"Allow us to customize sites with full-featured templates" was "Completed" on Jan 14, 2014

I've tried finding what was in this completed item but I can't find it.

Any help where to find it, or when it will be available.
