Block Misalignment on Home Page

I have 2 blocks on the front page that appear to be aligned when I am logged in, but not when logged out. I have checked the margin settings and they are the same for the top.
The misalignment is more pronounced in Chrome and Explorer versus Firefox.

Can someone help me with this?

    The two small blocks upper left? The dark top vs the light top? Tops look even here. Replace the
    dark one with one with a light top to check. I think it's just an optical illusion.
    Looked at both FF and IE.
