Videos DRAGGING!!!! Constantly!!

WHAT is going on with videos??? Mine are dragging constantly. It's like the video is faster than the buffer, and it stalls for the buffer to catch up. It's not just mine that are doing this. I've noticed many other's videos doing the same thing. Please fix this! This is so annoying and frustrating!
