Can't hide gallery comments

I have gallery comments turned off in gallery settings but they are still there.
is this a bug or am I missing something?

Edit: I found I can remove them in customize just this gallery. Is it something to do with the import comments routine? What is the point of the setting in Gallery Settings if it doesn't work?

    You have manually added a Comments content block under Customize > Customize site > All Galleries, which is making the comments area appear on ALL galleries of your site, regardless of the gallery settings. Removing that from the All Galleries section of your customization will make it so that the comments section only appears in galleries where you have enabled that gallery setting.
