single photo shifts when scrolling

I have a custom header uploaded as a single photo at the top of my pages. When scrolling down the page, the photo shifts downward with the page covering the content on the page. It will not stay at the top of the page as I scroll down. How do I stop this from happening? I looked to see if I could set the photo "fixed", but I do not see a setting for that.

Have you looked at Customize > Customize Site > Entire Site > Layout > Pinning. Click on 'None' and you'll see 'Header', 'Left'. and 'Right'. Click 'Header'.
