copying text from a text block into an HTML block generates code

It occurs to me this might actually *not* be a problem but - really?
I was transferring text from a Text block into an HTML content block, and got a LOT of messy code as a result. I have tested this and reproduced the problem.
The condition for the error to occur is that the text content block should have a mix of plain code and some other formatting - italicized text, different font sizes. Not sure what else would cause this.
I highlighted all the text in the text block and then pasted it into an HTML block which did not have any other code in it. I was going to add that next. Instead of resulting in plain text paste only, I got this.

These picnickers packed up their small dogs for safety's sake. </span></p>
