Sitewide CCS vs lower level CCS code

If i modify my code in my theme at the sitewide level I understand that. If at a lower level, say all galleries, I modify my code in the same theme, is that not also doing it sitewide . Where do you put code in the theme for a lower level only

If you want to add some CSS that applies to all galleries you can add it in your theme or you can add it to a CSS block applied to your entire site.

What are you trying to accomplish?
