Dilemma with different size screens

I've been playing with the layout of my Logo/menu/social icons one one line at the top of the screen. Positioning them to look good on my 27" iMac does not seem to be a good choice. Next I tried logo on top and menu below with social icons to the left.
Using Quirktools to see what the page looks like under different screen sizes. Now its making me mental!!
What suggestions are there for sizing? There are many sizes of laptop screens, desktop monitors and iPad.

whilst I'm happy with how smugmug handles viewing sites on smartphones, it all falls apart when trying to view on an iPad.
