Help with mattes/framing software?

I'm currently using photoshop elements 3 and have been looking for a way to automate a printed matte surround to a photo - and i've find a couple of simple options, but...
I'm hoping someone is aware of a way to do this in elements 3 so that I can specify the external dimensions of the matte (so to print borderless) while still getting an equal all around matte border and fit the photo. Does that make any sense? Anyone have any ideas?

I use GIMP. It incorporates a border creating script that I use to add borders, choosing the color, size, etc that I want. Open source program so the price is right.
