I looked over the features but wanted to make a verification. With the Power account, do I still have the option to allow free downloads for certain galleries?

Yes, you have the ability to either enable or disable free downloading in any gallery, with any account level To allow free downloading in any gallery, just go to the gallery settings for that gallery and make sure right-click protection is off and that Max Display Size is set to Original.
