OK, who can tell me what this is? I consulted with an attorney , a politician, and an average guy on the street. The attorney said it might be legal to offer a prize. The politician said if he were elected there surly would be a prize, and the guy on the street said there wouldn't be any prizes but go ahead and guess anyway.
