So I have no idea what type of flying creature it is, or what is afflicting it. Only 3 or 4 millimetres in size.

That's a Waxy Lacewing mate. - Coniopterygidae. Always pop out as the sun has gone down.
The white stuff is a dusting on the wings. Very nicely shot mate, they're tough to control and not overexpose on.

Thanks guys.
I wondered if it was a lacewing from it's dainty appearance, but was not sure because it was so tiny, and the lacewings I have seen are over an inch long.
