Why is this wasp chewing on wood ?

its not just wood , its a hard-wood railing of a bridge .
I saw several of them doing the same .

I believe that to possibly be a Paper wasp. It will chew up dry / dead wood, mix it with saliva and build a paper style nest out of it. .

Yup they collect wood fibres to make their nest structures. They actually make quite a lot of noise doing it so you can hear them from several feet away.
