Dina Sidebar Height

Hey guys and girls, I did a search but didn't find this problem come up.
I'm using the Dina theme. I got it looking just right but I was wondering if there is a way to stop it from scrolling up when getting to the bottom of the content section. IE: making the leftside nav bar fixed. Do note I have some sublinks and using the accordian setting.
I'm also noticing on some browsers that the sidebar height doesn't fit the whole screen vertically. It's like it's compensating for the footer which from what I can tell can't be added to the homepage. Is there a CSS fix for this?
