I am trying to reduce the size of a file from 5452 x 3635 to 3640 x 2427 while getting the overall size of the file to under 20 mb. Can anyone explain how to do this if in fact it can be done. I have tried to make the make the adjustments in both lighroom and photoshop.

    Resample will provide the pixels you need (use Photoshop). As for size on disk, you'll have to save it differing ways to get that size goal. Could have to be 8-bit not 16-bit, saved as JPEG instead of TIFF where compression will get you to that size goal. Get the pixels density you want first using Image Size in Photoshop.
