The terms of the licenses are shown on this help page - http://www.smugmug.com/prints/catalog/#Downloads. Click the "view personal license" or "view commercial license" to see the terms.

When your client clicks the text "Single Photo Download" from the cart a link to the license is shown.

A commercial license includes the rights to use in advertising. A personal use license does not.
Which did your client purchase?
