Folders page content not deletable?

I want my Folders and Gallery pages to have the same header set up as my home page. I don't see any way to tell those pages to inherit those settings so I tried to do it manually. I can add a Logo content to the top of the folders page but there is already a navigation widget on the right side. I can edit the properties but I can't move it or delete like I can on the home page. Why? I don't want it where it is.

On any page if you highlight "entire site" at the top in the flyout you'll see what is on every page.
