I use Photoshop, but that's because I do lots of editing before saving. If you just want to save jpegs at various compressions, you can do it with virtually any image editor. Try IrfanView. It's free.

I do make smaller file versions of images for the web, with Photoshop, but I am sure you know how to do that, so I think you are looking for a real file shrinking/compressing application, like Stuffit. Maybe.
Stuffit says they reduce the size of jpgs by ~30%, depends on the image of course.

...indeed...if you're on a Mac (I'm 10.8-something or other) it's easy to create an app that'll resize in bulk for you using "terminal"...YMMV...
