In addition, this sets leads to the key questions "What happened?", "What did he do?".
To me, street photos most often fulfill the "tell a story" criteria of great photos.

Sorry Phil, in this case I cannot (nor can the images) answer the "what" questions... I can only offer the visual of the Police-Citizen interaction... but, you're right, it's natural to wonder...
