Downloading Pictures, what happened?

There was a selection choice in the security section of the gallery settings that allowed visitor to download images directly to their compute for free. I can't find the choice in the settings. I am under a deadline to get them posted for downloading what am I missing?

from the help page at http://help.smugmug.com/customer/portal/articles/93266-can-i-download-photos-from-my-smugmug-site-to-print-myself-:

If you'd like to allow your visitors to download your images, make sure your gallery settings have the "Maximum Display Size" set to "Original" and right-click protection OFF.
