Is it possible to place a html content block with a tag like this between <head> and </head>?
<img height="1" width="1" style="border-style:none;" alt="" src="//googleads.g.doubleclick.net/pagead/viewthroughconversion/xxxxxxxxxx/?value=0&guid=ON&script=0"/>
No matter where i place the html content block it stays in the </body> part

When smugusers ask about tracking pixel codes, most answers is that you can not use java code in Newsmugmug. But, several of these trackingcodes has a noscript part that can be used when java is not an option. With some (a lot) disadvantages.
So my question was more like: Is it possible at all, to place html with the noscript code in header. I can understand that it is not possible at all, to place anything in the header.

There are endless simple JavaScript code snippets that we might want on our sites. How many new content blocks have been added to smugmug in the last 6 months? 0? Baldy stated clearly that this was smugmug's intended direction. No pressure, but we're all counting on you to change that.
I used to use (and apparently still pay good money for... Oops) a different analytics site that I've always found more useful and easier to use than the couple supported by smugmug. There's no reason for me to put in a feature request. It'll never be supported. If smugmug can't figure out how to add buttons for Pinterest, there's little hope for any significant changes. Leftquark, stand up in the next staff meeting and make a brilliant speech about how good things COULD be. Convince the management they're heading in the wrong direction. Again, no pressure.
When will smugmug get tired of saying "sorry, that isn't possible on smugmug?" New social media sites will always be coming. New tools and widgets requiring JavaScript code will always be requested. Smugmug will just fall farther and farther behind until something changes. The current situation is bad. It's only going to get worse.

I agree with this. I have been using Smugmug for over 10 years, but looks like time to shut it down. No Javascript support, and lack of iPhoto support has finally worn me down....
