From my Halloween roll, I took a shot and amused myself for about an hour on the train back to Toronto:

    *thinks*

Well, the background is a de-saturated radial blur.

The "aura" effect, is caused by an outer glow, then changing the gradient type, and then by removing "transparency" (iirc), and then playing around with the colours until I got the right set (using the adjustments in the RGB/CMYK/LAB sliders, then hitting randomize until I got one I liked)... (blend mode = screen)

The eyes were done by copying the layer, then applying a saturation/hue which changed the colour to red, then again, doing an outer glow, and using "Linear burn" as the option. (this gives the splotchy redness to the eyes, almost like splashes of blood).

That's all I can remember right now. It took me a few runs of trial/error to get the effect i wanted. I stumbled across the "aura" completely accidentally.
