Can I load a PDF file on smug mug and have my clients be able to look at it??

PDF is not a supported file type.

You could upload it somewhere else and then reference it from your smug site.

You could take screen shots of every page and upload the jpg's to a gallery.

If you choose to use screen shots make sure they are large enough to be read. I've seen folks do this and the resulting images have been painful to read.
