Adding empty color block above header?

Trying to do some improved site-matching (smug + blog) and wondering if it's possible to add empty blocks on pages? If not it's no biggie, but I feel like it's probably something obvious and easy that I just haven't found yet!!

It looks like you can add an empty block by adding a spacer. That is in the Design section of content elements. The only options for customizing that element are container width and height. I would guess that you can use CSS to change the background color.
