Does Canon offer a eyecup magnifier like Olympus did for the E-500

Look to see if Canon makes something like the ME-1 from Olympus that would help magnify the Rebels small viewfinder. Perhaps a 3rd Party maker??

There is something called a "Magnifier S" which magnifies the viewfinder by a factor of 2.5. It only works for the center of the finder image, though... everything else including the info-bar is cropped out. http://www.majid.info/mylos/weblog/2003/07/06-1.html

    Then there's this: http://www.fredmiranda.com/forum/topic/298424/0

I will be trying this out as soon as B/H gets more in stock.

The EP-EX15 does NOT magnify the viewfinder and in fact it shrinks it. This device acts as more of a spacer, making room for your nose behind the camera.
