Frozen dead

I took this picture on a recent walk in Boulder, CO. The creek is frozen and it looks like there were several fish that just didn't make it. Is this because the water got too cold for them to survive or are they just frozen in place?

    I'm no expert but as the temp lowers the fishes metabolism slows down. There by conserving energy when the water is cold and presumably the food is less abundint. Maybe their metabolisms slowed too much or the water temp dropped to quickly sending them into shock.

    Who knows. I kept getting this feeling like they were not quite dead yet though. It was a bit creepy.
