Sweat bee or chalcid wasp?

After seeing Brian's 16 August shots (beautiful captures, Brian) of chalcid wasps, I wondered about a possibly incorrect identification of a few of my captures earlier this summer. Here is one:
I had identified this as a sweat bee, but it looks in many respects very similar to Brian's chalcid wasps. The main difference I see, which makes me think maybe this isn't a wasp, is the hairs on the legs and the bottom of the abdomen and thorax, which would catch pollen. Brian's wasps (http://www.dgrin.com/showthread.php?t=254613) lack the hair and have a more severely pinched waist.
It this in fact a sweat bee, or an unusually hairy species of wasp?

Thanks. Hard (for me) to photograph well because of the reflections from the shiny carapace, but they are beautiful creatures.
