Hi am trying to upload my photos but keep getting a message that says uploading is disabled, try later. Can anyone tell me why and for how long? cheers

It's usually a good idea to check the status page if you're having problems like the one described in this thread - http://status.smugmug.com/. My assumption if uploading is turned off is that there is a problem that is being worked, but I usually check the status page, contacting the help desk if there isn't an active notification.
Here's the upload status from that page, pulled just now:
Update - We are continuing to repair and work around the issue that is causing upload problems.

I was able to upload about 700 photos into 13 new galleries, over the last 8 hours, without any trouble at all.

But the photo is still "processing" 30 minutes later. Arghhh. And the status page sez all is ok.

If "processing" takes a little long, I reload the page and everything is there.
