Setting menu font/size/background color

I'm experimenting a bit and want to see if I can create a site that matches some existing sites. Those sites have a double menu at the top, I would like to match the font/size and background color. I've found where I can make some changes Small/Medium/Large size, etc but I don't know where (or even if it's possible) to set a specific font size, background color etc.

Where can I find this?
