OK, this has to be the mother of all special effect filters:
It was a simple cityscape (Millennium Park, Chicago) processed by Deep Dream, an experiment developed by Google--artificial intelligence on acid. It has been all over the press today, but the best explanation I've found so far was on Slate. You can upload your own images to Google's Deep Dream Generator here: http://deepdreamgenerator.com/

I wouldn't know how to create this even if I tried for not just a day but whole year.
I however am not fan of Google.....they are DARPA operation collecting info on mankind....creating predictive models to controls us this is their obvious attempt to dive into our psyche.....because credit card usage....and other goodies are not enough......

The under the hood stuff is really quite fascinating, but you need to understand the basics of machine learning and pattern recognition, which aren't easy. You don't have to know how it works to use it, however.
Ah.....
Then this is our chance to dive into their psyche....

It's a great algorithm - whoever developed it was a gifted person, without doubt
... and it's not randomly - I tried the same picture twice and got exactly the same result.
I was trying to figure out what kind of pictures work better: sometimes you need more elements in focus, I think.
I see that pictures with no sky are also doing better...
