Is there some way to use CCS to place text (or URL) on a gallery page either before or after the photos? The SM text content block does not work for me.
Well for above the images you can use the gallery description. Or you could use an html/css content block on your page to have a bit more control over how the text displays.

Would an HTML content block work? It has two tabs in it, HTML and CSS, and you can place it below or above your photos.
You didn't specify which type of gallery type you are using (e.g., Smugmug Style, or Collage Portrait). There are limitations to text placement depending on your gallery style.
If you use anything other then the gallery description you'll have to make every gallery independent.
Unless you use one set of text for every gallery.

We're really close to showing you guys a preview of some upcoming new features / design changes to the Gallery Header. We're doing a few last design tweaks and then will be pushing it live after the holidays. It's step 1 in a bigger project, so there's still a lot of work to do but I'm very interested to get your feedback on it so we can iterate and make your gallery header as amazing as it can be. Can you define what a gallery header is? This a new entity besides the description?
Anything associated with the gallery that is above the actual photos. Right now it's the breadcrumb content block, the description, the buy/download/slideshow buttons, and the bar that displays the privacy setting (unlisted, private or private sharing).

Your list seems subjective or arbitrary, by which I mean, a site may contain any or none of those elements, or may have other content blocks not in your list. I can't understand how that group has an inherit grouping/or function/or structure for a "header."...

Those items are all at the top of all your galleries - nothing arbitrary at all the breadcrumb tells your visitors what Gallery they're in, the description describes the gallery, the buy/slideshow/download buttons all pertain to the gallery and disappear if you scroll... All items at the top, or "header". Then there's the new piece, which will be better to show you and let you play with than to tell you and let you ponder. We're closing to getting to that point, so hopefully I haven't made you too ansy! Couple more design things to hash out, taking into some of your guys' other feedback on things and then we'll be ready.

With a handle like LeftQuark, you must be into particle physics - or not. I have just read "Quantum Theory" by David Bohm... Heavy on the math, which is problematic for me.
