Action on hover over picture -> display menu

Is there away to display a menu when you hover over a picture. For example I have a page with 25 folders, 1990 thru 2015. Each folder has 2 galleries, Thanksgiving and Christmas. Currently my menu would be long with 25 items and then 2 sub items, a total of 50 choices. One could get to Christmas 2010 via the menu selection or click on the 2010 folder and go to a new page that has galleries for Thanksgiving and Christmas and then select a gallery
OR
On the page that has 25 folders when you hover over 2010 you get a menu selection of Thanksgiving or Christmas. One could do this on the hover or maybe better yet there is an icon at the bottom, next to the download icon that brings up a menu
