Cab you do a smart gallery that selects only photos with a 5 star rating
No. Well, maybe? You can choose "popular" for a smart gallery, but smugmug won't say how it chooses popularity and they removed what seemed to be the primary factor, the like button. It's entirely possible it would work for you but it'll likely be very unpredictable.
If you are using Lightroom, it's pretty trivial to add keywords like "5_Star" en mass based on their star attribute, then push the update and use the keyword for the smart gallery. Same with a lot of other catalog type programs and some browsers, though with most others you would have to push the image up again (and before you do double check the keyword actually goes up -- replacing images updates limited (maybe no) metadata, though the LR plugin pushes keywords separately.

The only place I know of "5 star rating" is from a comment and there's no way you use that.
