Well spotted. Are they laid singly, rather than in groups?

Singly. The only fennel plant I really inspected has four or five individual eggs. I'll try to document the next few stages. The eggs go dark shortly before hatching, and the first stage larvae are about 1 mm long and do a fantastic impression of a bird dropping.
