    I doubt that you're going to find a "SmugMug developer," nor do I think you need one. The API is very easy to figure out. What you want I think is a developer who knows how to build the kind of application you're looking for: iOS app, Android, both, Mac/Linux/Windows/ChromeOS app, website, connection to corporate system, etc.
