It is commonly stated or implied to be the case. However, at least one species, Club-Tailed Dragonfly Gomphus vulgatissimus, is quite an exponent.

Thanks all for the comments and another example.
SB and Jo - the rule as stated does generally work but mine and Harold's example are rare exceptions. Reading up on it seems young dragonflies can break the rule which mine certainly was.
