How to create html pricing table?

I would like to create a responsive pricing table like the features table here:https://www.smugmug.com/features

Bonus would be to have a roll-over popup for descriptions.

Does anybody know how to do this?

    Since this is more of a html / css customization question, I've asked the moderators to move it into the "SmugMug Customization" forum, where the customization helpers may chime in to see if this might be something that's possible.
