I was trying to work out why
The reflections make a big difference to me, but I think the positioning of the bridge (not paricularly appealing without the lights and reflections) is important too.
In the second it lies about a 1/3 of the way up the shot and subsequently draws your eye & become the main subject.
In the first the silos, neons and reflections occupy those important 1/3 intersections, engaging your eye and giving the shot much more balance
