Looking for Basic Help

Once again my site is in need of revamping and I need some basic help, so basic that the search tool is of no help.
I need to know how to create a splash page and hyperlinks, yes I know silly, but I haven't a clue on how to implement these. TIA

As far as hyperlinks, the easiest is to use a menu content block.
If you want the hyperlinks embedded in text, use an HTML content block and use <a href= HTML statements.

Denise, in the text box on my home page is the hfref code I tried but it doesn't work (not active link) and, the 'w3c'' link I copied/pasted from W3c website. I published, then logged out and both links are still not active links. What do you think I did wrong?

You can't use a text content element for active links, you need to use an HTML content element.
