Differing number of images showing on site.

Four of the pages on my site have "multiple photos" shown in content blocks. For some reason, the number of images on the top row in all four pages always differs, anything between four and six images.

All the settings are the same and all the images are the same sizes. Is it at all possible to get the same number of images showing every time? I'm trying to get four portrait images to show on the top row of each page.

Make sure that Photo size is the same in all four content blocks, and that Vary photo height is turned OFF.
