add anchor to page // make pages more like stretchy galleries?

Hi, I'm trying to move away from too many blogs and pages and make it all smugmug-based. While 'pages' are pretty neat way to create something nice on Smuggie I cannot figure out two things:
is there any way to add navigation based on anchors to sections in the page? I don't want any visitors to scroll through long pages and would instead prefer to have a floating (if that is possible) navigation on the side of some pages. For example here: http://www.franeksiedlok.com/Public/Litefoot-travels/Travelling-Taiwan/Eating-Taiwan
I seem to have pages fixed at 960px while galleries are much more nicer as they stretch. Any way to make pages to behave like stretchy galleries?
Anyone can help with either of these, please????

There is no way (that I know) of having a floating navigation similar to the "Back to Top" bar on the right margin. You can use the 'Pinning': customize > Entire Site > Layout > Pinning.
I have my site to "Stretchy" but I also limit my header/body/footer to 1175px in the "Sections" section in customize > Entire Site > Layout > Sections
