Can't Add Content Blocks

I created a new page and tried to add a content block, but I can't. In the past sometimes you had to "wiggle" around the content block to make it "stick", but not now.

Any ideas? If it helps I'm using an old XP machine with Firefox.

Just to add, I can add new content blocks to existing pages.

Thanks Allen. After the third or forth try, I noticed the "window" appeared briefly. Before I only saw a green dashed horizontal line. I zoomed out my browser and tried it again and it worked. Odd this is the first time I've had an issue with it, but at least I can make it work.
