Download with password from Publc gallery?

Perhaps I am overthinking this, but here is my dilemma. I am photographer at a local race track. I set my photos viewable by everyone but to NOT allow downloads. The track officials want the ability to download whichever photos that they choose. Is this possible without me having to upload each gallery twice with different security settings?

    You can turn download passwords on and enable it to only be available with a password. When you then download buttons ON, an optional password can be set. Share the password with the organizers and they can download them but nobody else will be able to.
